How to Prepare Your Pet for International Travel to Dubai & the UAE
From MOCCAE import permits to Emirates Airlines breed bans — here's the complete preparation guide for flying your pet to or from the UAE.
The UAE is one of the Middle East's most pet-welcoming countries, but importing a pet to Dubai or Abu Dhabi still requires careful planning. The MOCCAE (Ministry of Climate Change and Environment) import permit system, combined with specific vaccination and documentation requirements, means preparation should begin at least 4 to 6 months before your planned travel date.

Step 1: Microchipping
ISO 11784/11785 compliant 15-digit microchip is required by the UAE. The chip must be implanted before the rabies vaccination sequence.
Step 2: Rabies Vaccination
A valid rabies vaccination is required for all dogs and cats entering the UAE. The UAE does not require a titre test for most origins, but does require the vaccine to be current. Keep the original vaccine certificate — it will be required at the UAE border and for registration with Dubai Municipality.
Step 3: MOCCAE Import Permit
An import permit from the UAE's Ministry of Climate Change and Environment (MOCCAE) must be obtained before your pet arrives. The permit is applied for online and requires scans of your pet's microchip certificate, vaccination records, and Veterinary Health Certificate. Processing typically takes 2 to 3 weeks.
Step 4: Veterinary Health Certificate
A government-endorsed Veterinary Health Certificate from an accredited vet in your origin country is required. For Australian departures, this is a DAFF-endorsed certificate. The certificate must be issued within a specific window before departure.
Step 5: UAE Pet Registration
Once your pet arrives in Dubai, dogs must be registered with Dubai Municipality within 30 days of arrival. Cats do not require registration. The registration process requires your pet's microchip number, vaccination record, and a fee.
Step 6: Crate Training
Skye Pets' Melbourne–Dubai flights operate on an Airbus A319 ACJ. Begin crate training at least 6 to 8 weeks before your departure date. A crate-comfortable pet is significantly calmer throughout a long-haul journey.
