How to Prepare Your Pet for International Travel to Singapore

Singapore is one of the most tightly regulated pet import destinations in the world. The Animal & Veterinary Service (AVS) import process requires advance licence applications, specific laboratory testing, and a mandatory quarantine period. Start preparation at least 6 months before your intended travel date.

Step 1: Confirm Eligibility

Only Singapore citizens, permanent residents, and valid long-term pass holders (Employment Pass, S Pass, Dependent's Pass, Long-Term Visit Pass) are eligible to import pet dogs and cats. Tourists cannot import pets. Confirm your eligibility before beginning the process.

Step 2: Microchipping

ISO 11784/11785 compliant 15-digit microchip is required. The chip must be implanted before the rabies vaccination.

Step 3: Licence to Import (LTI)

Before any travel can be arranged, you must apply for a Licence to Import (LTI) from AVS via their online portal. The application requires your pet's microchip number and vaccination history. Processing typically takes 3 to 4 weeks. Do not book travel before the LTI is approved.

Step 4: Rabies Vaccination & Titre Test

A rabies titre test from an AVS-approved laboratory, showing at least 0.5 IU/ml, is required. The blood draw must occur at least 30 days after the rabies vaccination, and at least 3 months before arrival in Singapore.

Step 5: Veterinary Health Certificate

A DAFF-endorsed Veterinary Health Certificate (for Australian departures) must be signed no more than 7 days before departure. Finding a vet experienced with DAFF-endorsed Singapore import certificates is important.

Step 6: Mandatory Quarantine

All pets arriving in Singapore from Australia must complete a minimum 10-day quarantine at the Animal Quarantine Station (AQS) in Sembawang. This is non-negotiable. Plan accommodation and logistics accordingly — you will not be reunited with your pet for at least 10 days after arrival.
